RENT
As of June 8, 2020, Orleans Parish eviction court is open and accepting new cases. However, renters whose landlords have federally-backed mortgages and/or are supported by the 2020 CARES Act are still technically protected from evictions until August 24, 2020 even though courts are open. Unfortunately, there is not a masterlist of homes or landlords that utilize this type of mortgage, meaning you or other renters may not be aware of this protection. You cannot force your landlord to tell you if they have a federally-backed mortgage and the eviction court currently does not require landlords to bring their actual mortgage paperwork to the judges. Essentially, eviction court currently functions in favor of landlords who wish to evict their tenants. City council passed an extension on the eviction court closure until August 24, 2020, but the New Orleans judges have refused to put it into law. John Bel Edwards also has power to extend the closure, but refuses to.
The Louisiana Fair Housing Action Center is working to push a law that would offer New Orleanians financial rental assistance. They also offer resources about housing rights and access. Learn more about them at lafairhousing.org. You can join the New Orleans Renters Rights Assembly in calling the governor, chief judges, and clerk of court. We need to urge them to close eviction courts again, and to hold landlords accountable and insistent on transparency about federally-backed mortgages. We have found the best way to communicate with the judges and clerks is to share personal stories and to communicate respectfully and non-aggressively. If your landlord is currently attempting to evict you, call Southeast Louisiana Legal Services at 504-529-1000 (ESP/EN). They are currently defending clients who have been unjustly evicted during the COVID crisis.
UNEMPLOYMENT
Those who have lost work fully or partially, including independent contractors & gig workers are eligible for state-funded unemployment (maximum $247 weekly before tax). These individuals, as well as those unemployed pre-COVID, are potentially eligible for Federal Pandemic Unemployment Assistance ($600 weekly before tax) until July 31, 2020.

UTILITIES
The Sewage & Water Board will not shut off any household’s water due to late payment of bills “until further notice.” They have announced they will be developing a payment plan. The S&WB is currently estimating most meters. This means they are not actually reading the meter. but using past bills from the property to guess what you owe. If you get a bill that seems too high, call them to say you do not want an estimated bill and would like your meter read: 504-529-2837.
Entergy will not shut off your gas or electricity until July 1, 2020. You will still incur bills. Entergy offers payment extensions and deferred payments, call them at 1-800-Entergy.

RENTA
Los desalojos se suspenden oficialmente hasta el 15 de mayo de 2020 porque los tribunales que manejan los desalojos están cerrados hasta entonces. El 7 de mayo de 2020, el Ayuntamiento aprobó el cierre de los tribunales hasta el 24 de agosto de 2020. Esta decisión está pendiente de la aprobación del juez. Todavía puede ser desalojado por falta de pago del alquiler cuando se vuelvan a abrir los tribunales.
